What does it mean that Barcelona is declared a tense area?
The concept of stressed zone has been one of the mostdebated measures of the new Housing Law . If an area meets one of these two requirements, it will be enough to be declared a stressed zone:

That the cost of the mortgage or rent exceeds 30% of the average household income.

Tax benefits for renting in a stressed area like Barcelona
To compensate for price limitations in stressed areas, the Housing Law brings tax advantages for those who rent their homes in them. Thus, renting in Barcelona you will be eligible for any of these benefits:

If you reduce the price of your rental by 5% , you will get a bonus of up to 90% on your income tax return.  
If you rent your home to young people between 18 and 35 years old who are renting for the first time, the tax reduction will be 70% .

For the rest of the rentals, the bonus will be 50% .
